Direct answer

Plugins extend a compatible server such as Paper through a server API. Mods change Minecraft through a mod loader such as Fabric, NeoForge, or Forge. A Paper plugin does not become a mod by putting it in a mods folder, and a Fabric/Forge mod does not load from Paper's plugins folder.

What each type does

TypeLoaded byClient install?
Paper/Bukkit pluginPaper-family/Bukkit-compatible serverUsually no
Fabric modFabric LoaderDepends on the mod
NeoForge/Forge modMatching mod loaderOften yes for content mods
DatapackMinecraft world's datapack systemNo separate mod loader
Resource packMinecraft client/resource-pack systemDownloaded or supplied to players

Why “server-side” does not mean “plugin”

Some Fabric mods are server-side only, meaning players can join without installing that mod. They are still Fabric mods and still require a Fabric server. The same idea can exist in other mod ecosystems.

Do hybrid servers solve everything?

Be cautious with software that claims to combine Bukkit plugins and Forge/Fabric mods. Paper's own migration documentation says hybrid implementations that attempt to support both ecosystems are fundamentally problematic and are not recommended by Paper.

How to identify a download

Read the project's supported platforms before installing it. Modrinth and other repositories normally label Paper, Spigot, Fabric, Forge, NeoForge, and game versions separately. The filename alone is not enough to prove compatibility.
